It has a reverse rev-limiter.  Is he aware of this?

If he is not having the problem in forward gears, then most likely it is his reverse rev-limiter kicking in.  We need alittle more details.

Does the bike speed up in reverse then just seem to hit this problem?

there is 2 sputterings i have had with my bruin.  one was the rev-limiter in reverse and the there was water in the gas, but if he is not having trouble in forewards than its not water in the gas.

The rev. limiter is easy to bypass.  If he's never done it then that's the problem.
    Check www.grizzhopper.com
It's the same as the older Grizzlys except there is no bullet connector.  Just tap into and ground the green/white wire.
